Fellow volunteer firefighters, co-workers and friends of Dorr, who worked for the White Plains Water Department, plan their an annual vigil on Monday at 7 p.m. at the Mount Pleasant park where Dorr was slain.
A candlelight vigil is held every January at Graham Hills Park, which is across from Pace University along Bedford Road (Route 117).
"Hoping some day soon Tom's murderers will be bought to justice," said John Brooks, former captain and commissioner of the Pleasantville Fire Department.
The Rev. Paul Egensteiner, pastor at Emanuel Lutheran Church in Pleasantville, is among the expected speakers during Monday's vigil.

While there are suspects in the Westchester County murder case, according to law enforcement officials, no one has been charged with the brutal slaying.
Dorr was feeding wild turkeys in the park during a blizzard on Jan. 7, 1996, with his wife, Jane Sawyer Dorr, and stepson, Jeffrey Dorr. His wife and stepson reportedly returned home, and Dorr remained in the park.
Dorr's body was found on Jan. 8 in two feet of snow not far from his home on Pollywiggle Lane. His bloody body was found slashed and brutally beaten in the snow.
Dorr, known as a "gentle giant" with a booming voice and many friends, had been a volunteer member of the Pleasantville Fire Department Since 1979. Dorr might talk your ear off, but could not kill a fly.
No arrests have been made in the case. Dorr's wife and stepson have been mentioned by police as suspects in the case. Jane Sawyer said in 1996 she gave a full statement to police.
